SPACL Feedback License

BMC Software Inc., CA, Frontrange, IBM Corporation, NewScale Inc., Planview Inc. (the "Companies") are developing the “SPACL Specification” (the “Specification”). The Companies would like to receive input, suggestions and other feedback (“Feedback”) on the Specification.

By downloading the documents, you (on behalf of yourself if you are an individual and your company if you are providing Feedback on behalf of the company) grant the Companies under all applicable intellectual property rights owned or controlled by you or your company a non-exclusive, non-transferable, worldwide, perpetual, irrevocable, royalty-free license to use, disclose, copy, publish, license, modify, sublicense or otherwise distribute and exploit Feedback you provide for the purpose of developing and promoting the Specification and in connection with any product that implements and complies with the Specification. You warrant to the best of your knowledge that you have rights to provide this Feedback, and if you are providing Feedback on behalf of a company, you warrant that you have the rights to provide Feedback on behalf of your company.

You also acknowledge that the Companies are not required to incorporate your Feedback into any version of the Specification.

How do other recognized Service Catalog and Portfolio Management Vendors become part of the "companies" helping to develop the SPACL Specification? At a minimum, it seems that PMG, Digital Fuel, and other should be invited to participate.
Where is the actual document? I cannot see any link (I use Firefox)

I've not had the opportunity to read the white paper yet. Is this site dedicated to an ITIL centric definition of a 'service catalog', and service portfolio concepts, or is it open to all frameworks? I ask as author of the Universal Service Management Body of Knowledge. Oh - how do I download white paper? I feel the USMBOK may have many 'requirements' to offer given its non-IT applicability and grounding in proven product management and marketing principles.
Not sure about timeframe for review, but will take a look and share some thoughts.

The USMBOK (Universal Service Management Body of Knowledge) must necessarily be considered as one source for SPACL (s. http://www.usmbok.org/).
